A Free Promo Mini Comic given out to kids by various Electric Utilities in various places - most likely about Kite Safety and keeping Kites away from Power Lines.
In the 1978 Pacific Power ran a television commercial starring a super hero named the Kite Man who also talked about Kite Safety and keeping Kites away from Power Lines. He asked the kids various questions where the kids shouted back the correct answer. His last question was, "What about Frogs?" to which one kid answered back, "I Like Frogs."
